MINUTE ORDER. Petitioners' emergency motion (Dkt. 3 ) for a temporary restraining order is denied. Petitioners have failed to demonstrate an imminent risk of transfer to other immigration facilities and thus have not shown that they are likely to suffer irreparable harm. Winter v. Nat. Res. Def. Council, Inc., 555 U.S. 7, 22, 24 (2008); see also Washington v. Trump, 847 F.3d 1151, 1159 n.3 (9th Cir. 2017) (acknowledging that the standards applicable to TROs and preliminary injunctions are "substantially identical"). Moreover, the relief requested substantially overlaps with the Court's scheduling order requiring Respondents to provide notice to Petitioners and their counsel before any action to move or transfer Petitioners from the Northwest Immigration and Customs Enforcement Processing Center.
