TEXT ORDER: The Court is in receipt of Respondents' February 25, 2026 Letter and the attached declarations. Respondents are hereby ORDERED to file a supplemental affidavit by March 2, 2026 from one or more individuals with personal knowledge of the matters set forth below, regardless of agency or component. The affidavit(s) shall set forth in detail: the date and time of Petitioner's arrival and departure at USCIS Cranbury and HSI Newark; whether he arrived with a bag or other property at each location; all property inventory forms or receipts created at USCIS Cranbury and/or HSI Newark; the chain of custody and storage location of the property while at USCIS Cranbury and HSI Newark; all steps taken to locate the property; and the full name, title, and, if known, contact information of "Dave." The affidavit(s) must include documentary support. If Respondents contend that no individual possesses personal knowledge of any particular item listed above, the affidavit shall expressly so state and shall describe with specificity the efforts undertaken to identify such an individual. The Court is not satisfied that Respondents have made good faith efforts to locate and return Petitioner's property or provided sufficient evidence from which the Court could disbelieve Petitioner's allegations that such property was taken from him. If Respondents continue to fail to return the property Petitioner alleges was taken from him, the Court shall schedule an in-person hearing and require Respondents to produce witnesses from both USCIS Cranbury and HSI Newark with knowledge related to Petitioner's arrest and detention.
