** TEXT ONLY ORDER **Petitioner Sahara Mohamed Hussein, an undocumented person from Somalia who is represented by counsel, has filed a habeas corpus petition seeking a bond hearing or, alternatively, release from federal custody while her removal proceedings continue. (Dkt. # 1 .) Now pending is petitioner's "emergency" motion for a temporary restraining order and preliminary injunctive relief (dkt. # 6 ), but that motion fails to include a statement of proposed facts in separately numbered paragraphs with citations to the source of those propositions (e.g., affidavits, exhibits, or evidentiary proffers), as required by the court for such motions. Likewise, although summons have issued, there is no certificate of service indicating that a copy of the motion has been sent to respondents' counsel or showing that there was any attempt to confer. Petitioner's motion (dkt. # 6 ) is therefore DENIED WITHOUT PREJUDICE to petitioner refiling her motion in compliance with the court's procedures. ** TEXT ONLY ORDER ** Petitioner, a non-citizen currently in custody of Immigration and Customs Enforcement, contends that respondents have unlawfully detained her without giving her an opportunity for a bond hearing. The court recently addressed this issue in Quinapanta v. Bondi, Case No. 25-cv-795-wmc (W.D. Wis.)(dkt. #18), concluding that immigration officials had unlawfully classified the petitioner in that case as ineligible for bond. See also Paredes Padilla v. Galovich, Case No. 25-cv-863-jdp (W.D. Wis.)(dkt. #19) (reaching the same conclusion). The clerk of court has already issued summons and it appears petitioner has served the respondents. (Dkt. # 4 .) Respondents shall respond to the petition within seven days of the date of this order. Petitioner's reply will be due three days after that.
