REPORT AND RECOMMENDATION. IT IS HEREBY RECOMMENDED THAT: 1. Petitioner Yeferson G.C.'s Petition for a Writ of Habeas Corpus 1 be GRANTED; 2. Respondents be ordered to release Petitioner immediately on the same conditions on which he was previously paroled; 3. Respondents be ordered to reimburse Petitioner his reasonable costs and fees pursuant to the Equal Access to Justice Act, 28 U.S.C. § 2412; and 4.
