ORDER. It is therefore ordered that Alkarori's IFP Application (ECF Nos. 1, 1 -2) is granted. It is further ordered that the FPD is appointed to represent Alkarori. If the FPD is unable to represent Alkarori, because of a conflict of interest or for any other reason, alternate counsel will be appointed. In either case, counsel will represent Alkarori in all federal court proceedings relating to this matter, unless allowed to withdraw. The Clerk of Court is kindly directed to electronically serve upon the FPD a copy of this Order and a copy of the Petition (ECF No. 1 -1). The FPD has seven days from the date of this Order to file a notice of appearance or to indicate to the Court their inability to represent the Alkarori. It is further ordered that the Clerk of Court kindly: 1. Remove Nevada State Detention Center and include Warden John Mattos as a respondent. 2. Deliver a copy of the Petition (ECF No. 1 -1) and this Order to the U.S. Marshal for service. 3. Add the United States Attorney for the District of Nevada to the docket as an Interested Party. 4. Send, through CM/ECF, a copy of the Petition (ECF No. 1 -1) and this Order to the United States Attorney's Office for the District of Nevada at Sigal.Chattah@usdoj.gov, Veronica.criste@usdoj.gov, Summer.johnson@usdoj.gov, and caseview.ecf@usdoj.gov, in accordance with Federal Rule of Civil Procedure 5(b)(2)(E). 5. Mail a copy of the Petition (ECF No. 1 -1) and this Order pursuant to Rule 4(i)(2) of the Federal Rules of Civil Procedure to: John Mattos, Warden, Nevada Southern Center, 2190 E. Mesquite Ave. Pahrump, NV 89060 It is further ordered that the U.S. Marshal serve a copy of the Petition (ECF No. 1 -1) and this Order on the United States Attorney for the District of Nevada or on an Assistant United States Attorney or clerical employee designated by the United State Attorney pursuant to Rule 4(i)(1)(A)(i) of the Federal Rules of Civil Procedure. It is further ordered that counsel for Respondent file a notice of appearance within seven days of the date of this Order and file and serve their response to the Petition within fourteen days of the date of this Order, unless additional time is allowed for good cause shown. MINUTE ORDER IN CHAMBERS of the Honorable Judge Miranda M. Du on 1/6/2026. Respondents filed a first motion for extension of time to respond to Petitioner Mohamad Alkarori's Petition for Writ of Habeas Corpus (ECF No. 1 -1 ("Petition")). (ECF No. 9 ("Motion").) Petitioner responded opposing the Motion. (ECF No. 10 .) Petitioner persuasively argues that Respondents' requested 45-day extension is disproportionate, particularly considering the urgent nature of the Petition. (ECF No. 10 .) The Court also agrees that government counsel's future international travel scheduled for 18 days after the current deadline does not justify the requested extension. (ECF Nos. 9 at 1, 10 at 3.) Moreover, Respondents' generalized statement that counsel is still awaiting unspecified "needed documents" from the Department of Homeland Security is too vague to qualify as good cause. (ECF Nos. 9 at 1, 2; 10 at 3-4.) Therefore, the Court grants in part and denies in part Respondents' Motion (ECF No. 9 ) without prejudice. The Court will grant Petitioner a ten-day extension in light of the intervening holidays. Respondents' deadline to file a response to the Petition is now set for January 16, 2026. Petitioner will then have seven days to reply, in accordance with the Court's prior order.
