ORDER: The Plf's 3 motion for injunctive relief is DENIED without prejudice to the extent it requests a temporary restraining order. On or before 10/6/2026, the Respondents shall (1) show cause in writing why the Court should not grant the petition, (2) respond to the 3 motion for a preliminary injunction, and (3) address the Court's jurisdiction and provide any facts relevant to that inquiry. On or before 10/6/2026, the Petitioner shall file a brief addressing the Court's jurisdiction and provide any facts relevant to that inquiry. A hearing on the 1 petition and 3 motion for preliminary injunction is SET for 10/8/2026, at 10:30 AM CDT, by telephone conference call. The party having custody of the Petitioner shall make him available for the 10/8/2026 telephonic hearing.
