MINUTE ORDER (text only): The Court DENIES Petitioner's 3 Emergency Motion for Temporary Restraining Order Barring Removal and Transfer. Petitioner asks the Court to "stop[] Respondents from removing [him] from the United States and from moving [him] out of the Western District of Washington while [his] habeas is pending." Dkt. No. 3 at 1. The Court's scheduling order, Dkt. No. 5, largely moots this request, as the order requires Respondents to provide Petitioner "at least 7 days' notice prior to any action to move or transfer Petitioner from the Western District of Washington or to remove [him] from the United States."
