ORDER that Petitioner's Petition for Writ of Habeas Corpus (doc. 1 ) is GRANTED IN PART for the reasons stated herein. IT IS FURTHER ORDERED that Respondent shall IMMEDIATELY release Petitioner from DHS custody.IT IS FURTHER ORDERED that Res pondent shall provide a notice of compliance within THREE (3) DAYS of releasing Petitioner from DHS custody. IT IS FURTHER ORDERED that Respondents, their officers, and agents are ENJOINED from removing Petitioner from the United States to any thi rd country without first providing him written notice of the country to which they intend to remove him and a meaningful opportunity to raise a country-specific fear-based claim against removal before a neutral judge, including an appeal of any de cision or part thereof in that process. IT IS FURTHER ORDERED that any pending motions are denied as moot and the Clerk of Court shall enter judgment in Petitioner's favor and close this case.
