MINUTE ORDER (Text Entry Only) The Court has reviewed the papers filed thus far in this matter, including the Petition (Doc. 1 ), motion for a temporary restraining order (Doc. 3 ) and all attachments. The record indicates that Petitioner was detained on October 27, 2025, more than six weeks ago. Though counsel indicates petitioner is not fluent in English and unsuccessfully pursued administrative relief prior to bringing this action, the circumstances do not justify emergency treatment on shortened time of a matter that could have been brought at an earlier time by way of a regularly scheduled motion. See Local Rule 231(b). Accordingly, the request for a TRO is DENIED and the hearing set for December 23, 2025 is VACATED.
