ORDER. IT IS ORDERED that the 1 -2 application to proceed in forma pauperis is denied as moot. IT IS FURTHER ORDERED that the Federal Public Defender for the District of Nevada ("FPD") is appointed to represent Petitioner an d is directed to file a notice of appearance (or indicate its inability to represent Petitioner) within seven days of the date of this Order.
