Respondents assert that they need additional time "to gather factual information related to the legal arguments presented in this case, to evaluate how best to respond to those arguments, and to prepare an appropriate response." These generalized statements do not establish good cause with particularity or explain any exigent circumstances showing why respondents could not evaluate petitioner's arguments in the time allotted to them.
