MINUTE ORDER (Text Only Entry): The Court has reviewed petitioner's 1 petition for writ of habeas corpus and 2 motion for temporary restraining order. The Court has addressed the legal issues raised by count one of the petition on previous occasions. See e.g., Lepe v. Andrews, No. 1:25-CV-01163-KES-SKO (HC), 2025 WL 2716910 (E.D. Cal. Sept. 23, 2025); J.A.C.P. v. Wofford, No. 1:25-CV-01354-KES-SKO (HC), 2025 WL 3013328 (E.D. Cal. Oct. 27, 2025). Respondents are ORDERED TO SHOW CAUSE why the Court should not grant petitioner's 2 motion on that ground or before 12:00 p.m. on December 19, 2025. Respondents are also directed to substantively respond as to any provisions of law or fact in this case which would distinguish it from Lepe v. Andrews, J.A.C.P. v. Wofford, and other similar cases previously decided by this Court, or indicate the matter is not substantively distinguishable. Respondents shall indicate in their response their position as to whether the 2 motion for temporary restraining order should be converted into a motion for preliminary injunction.
