See 28 U.S.C. § 2243. On first review, the petition doesn't seem to implicate any factual disputes necessitating an in-person hearing. The Court also directs the parties to file, no later than 1/5/2026, a joint status report or separate letters advising the Court whether they agree or instead if one or both parties seek a hearing.
