In the Affidavit, Petitioner informs the Court that Petitioner has served the Miami ICE Field Office Director, the Office of the General Counsel, and the U.S. Department of Homeland Security through certified mail at 2707 Martin Luther King Jr. Ave SE Washington, DC 20528-0485. [ECF No. 6] at 1. Pursuant to Federal Rule of Civil Procedure 4(i)(2), "a party must serve the United States and also send a copy of the summons and of the complaint by registered or certified mail to the agency, corporation, officer, or employee." Fed. R. Civ. P. 4(i)(2) (emphasis added). Accordingly, service of process has not been perfected on Respondents at this time. Once Petitioner serves the United States in compliance with Federal Rule of Civil Procedure 4(i)(1) and service is perfected, Respondents shall file a Response to the Order to Show Cause within three (3) days.
