MINUTE ORDER IN CHAMBERS of the Honorable District Judge Anne R. Traum on 2/9/2026. On December 29, 2025, this Court granted Petitioner's application for leave to proceed in forma pauperis. (ECF Nos. 3 ; 8 .) His subsequent application for leave to proceed in forma pauperis (ECF No. 6 ) is therefore DENIED AS MOOT, except that the Clerk of Court is kindly directed to FILE the habeas petition attached to the second application. (ECF No. [6-1].)Also on December 29, 2025, this Court granted Petitioner's motion for appointment of pro bono counsel. (ECF Nos. 4 ; 8 .) Petitioners subsequent motion for appointment of counsel (ECF No. 7 ) is therefore DENIED AS MOOT. On January 20 and 27, 2026, Petitioner filed two unopposed motions to extend time to file an amended habeas petition. (ECF Nos. 12 ; 15 .) Good cause appearing, both motions (ECF Nos. 12 ; 15 ) are GRANTED. On January 20, 2026, Petitioner filed an uncounseled motion for substitution of counsel (ECF No. 13 ), and seven days later, this time through counsel, filed a second motion to substitute Assistant Federal Public Defender Sylvia Irwin for Assistant Federal Public Defender Laura Barrera. (ECF No. 14 .) Petitioner later filed a third and a fourth motion for substitution of counsel which were substantially similar to the first motion. (ECF Nos. 16 ; 19 .) Petitioner's second motion for substitution of counsel (ECF No. 14 ) is GRANTED. His first, third, and fourth motions for substitution of counsel (ECF Nos. 13 ; 16 ; 19 ) are DENIED AS MOOT. On February 6, 2026, Federal Respondents filed a motion to extend time to file an answer to Petitioner's amended habeas petition. (ECF No. 20 .)
