ORDER TO ANSWER by Chief District Judge Kenneth J. Gonzales: The USAO shall ANSWER the Petition (Doc. 1) within 10 business days of service of the Petition. Petitioner may file an optional reply within 7 days after the answer is filed. Petitioner's Motion to Proceed In Forma Pauperis (Doc. 2) is GRANTED, and his Motion to Appoint Counsel (Doc. 3) is DENIED.
