TEXT ORDER - Before the Court is Petitioner Luis Angel Cifuentes Rodas' ("Petitioner") Petition for Writ of Habeas Corpus ("Petition") pursuant to 28 U.S.C. § 2241, challenging Petitioner's continued detention by immigration authorities (ECF No. 1 ) and Respondents' letter request to transfer this matter to the Western District of Louisiana (ECF No. 7 ). Respondents submit that Petitioner was transferred from Elizabeth Contract Detention Facility in Elizabeth, New Jersey on July 29, 2026, and arrived at the Alexandria Staging Facility in Alexandria, Louisiana on July 30, 2026. (ECF No. 7, citing ECF No. 4 -1.) Petitioner was subsequently transferred to Winn Correctional Center in Winnfield, Louisiana on July 30, 2026. (Id.) The Court received Petitioner's Petition on August 6, 2026, which was dated August 4, 2026. (See id.) The sole proper respondent in a petition brought under 28 U.S.C. § 2241 is the warden of the facility where the detainee is currently being held. See Rumsfeld v. Padilla, 542 U.S. 426, 436 (2004); Yi v. Maugans, 24 F.3d 500, 507 (3d Cir. 1994). Petitioner was confined in the Western District of Louisiana at the time the Petition was filed. Therefore, the only proper respondent would be the Warden of Petitioner's Detention Center in Louisiana, where Petitioner was confined when the Petition was filed. District courts "are limited to granting habeas relief 'within their respective jurisdictions.'" Padilla, 542 U.S. at 442 (quoting 28 U.S.C. § 2241(a)). A writ of habeas corpus pursuant to § 2241 may therefore only be issued by the district court in which the petitioner is currently confined, in this case the the Western District of Louisiana, which has jurisdiction over Winnfield, Louisiana. Id.; see also Yi, 24 F.3d at 503 ("A district court's habeas corpus jurisdiction is territorially limited and extends only to persons detained and custodial officials acting within the boundaries of that district."). Because Petitioner is challenging his continued detention in Louisiana, this Court finds that it would be in the interests of justice to transfer this matter to the appropriate court, in this case the Western District of Louisiana District Court. 28 U.S.C. § 1631. Accordingly, it is ORDERED that the Clerk of the Court shall TRANSFER this action to the United States District Court for the Western District of Louisiana and CLOSE this matter.
