** TEXT ONLY ORDER ** Petitioner William Ernesto Parra Riano, a native and citizen of Colombia, has filed an amended petition for a writ of habeas corpus under 28 U.S.C. § 2241, challenging his detention at the Douglas County Jail by immigration officials. (Dkt. # 9 .) He seeks immediate release from custody or, in the alternative, a prompt bond hearing, and an order preventing the government from initiating expedited removal proceedings against him. (Id. at ¶ 9.) Petitioner is represented by counsel and the clerk of court has issued summons for the respondents. Petitioner's amended motion for a show cause order (dkt. # 11 ) is GRANTED, in part. The clerk's office is directed to serve the amended petition and this Order on the local United States Attorney and the United States Attorney General by certified mail, in accordance with Federal Rule of Civil Procedure 4(i). ** TEXT ONLY ORDER **Petitioner William Ernesto Parra Riano, a native and citizen of Colombia, was apprehended in Minnesota by ICE agents on August 28, 2025, after having entered the United States without inspection or an application for admission in 2022. Arguing that respondents are holding him unlawfully at the Douglas County Jail in Superior, Wisconsin, without a bond hearing, petitioner seeks habeas corpus relief under 28 U.S.C. § 2241. For reasons set forth previously in Quinapanta v. Bondi, No. 25-cv-795-wmc (W.D Wis. Nov. 12, 2025)(dkt. # 18 ) and earlier today in Hussein v. Edwards, No. 25-cv-1075-wmc (W.D. Wis. Feb. 10, 2026) (dkt. # 14 ), the court concludes that petitioner Parra Riano is similarly entitled to relief. Accordingly, the amended petition for a writ of habeas corpus filed by William Ernesto Parra Riano (dkt. # 9 ) is GRANTED. Within seven (7) days of the date of this order, respondents shall afford petitioner a bond hearing before an immigration judge under 8 U.S.C. § 1226(a).
