ORDER AND OPINION: This matter is before the Court on Petitioner Dorothy Nkafu's Emergency Petition for Writ of Habeas Corpus Under 28 U.S.C. § 2241 (Doc. 1 ) and Emergency Motion for Temporary Restraining Order and Preliminary Injunction (Doc. 2 ).
