TEXT ORDER This matter comes before the Court upon Pro Se Petitioner Luis Alvaro Laurent Quispe's petition for writ of habeas corpus under 28 U.S.C. 2241, challenging his immigration detention as unlawful. Petitioner has not paid the $5 filing fee required by 28 U.S.C. § 1914(a), nor has Petitioner submitted an application to proceed in forma pauperis under 28 U.S.C. § 1915(a), if he is unable to afford the filing fee. It is ORDERED that Respondents are enjoined from transferring Petitioner from New Jersey pending further order of the Court. Petitioner shall either: (1) pay the $5 filing fee; or (2) submit a properly completed IFP application within 14 days of this Order. The Clerk shall mail a copy of the docket sheet, along with an IFP Application (Form AO 239), to Petitioner by regular U.S. mail. Upon receipt of the filing fee or IFP application, the Court will direct Respondents to respond to the Petition. So Ordered by Chief Judge Renee Marie Bumb on 08/17/2026.
