Order. The Court finds that the record is currently insufficient to make any determination as to the relief to which petitioner is entitled. Accordingly, counsel for the parties are directed to meet and confer and file a joint response, by September 2, 2026, addressing the threshold questions of (1) whether petitioner is the same individual identified in respondents' abbreviated response and (2) whether petitioner has received a bond hearing before an immigration judge. If such a hearing was held, counsel shall file a copy of the transcript from the hearing as an exhibit to the joint response. After reviewing the joint response and any transcript that may be available, the Court will decide whether additional briefing is necessary to address the constitutional issues that are raised in the petition.
