TEXT ORDER: This matter is before the Court on Respondents' letter, (D.E. No. 5 ("Letter")), filed pursuant to this Court's August 11, 2026 Order, (D.E. No. 2 ("August 11, 2026 Order")). According to Respondents, Petitioner is currently detained without bond pursuant to 8 U.S.C. § 1226(c)(1)(E). (Letter at 2). Respondents request leave to file a supplemental submission within fourteen days should the Court conclude that an expedited scheduling order or other proceedings are necessary pursuant to the August 11, 2026 Order. (Id.). The Court determines that additional proceedings are necessary. Within fourteen (14) days of the date of entry of this Text Order, Respondents shall file a full and complete answer to Petitioner's petition for a writ of habeas corpus under 28 U.S.C. § 2241, (D.E. No. 1 ("Petition")), which responds to the factual and legal allegations of the Petition. The answer shall state the statutory authority for Petitioner's detention, see 28 U.S.C. § 2243, and provide the relevant legal analysis and record. Respondents shall raise in the answer any appropriate defenses and relevant legal arguments with citations to appropriate legal authority. With the answer, Respondents shall electronically file certified copies of the administrative record and all other documents relevant to Petitioner's claims. All exhibits to the answer must be identified by a descriptive name in the electronic filing entry (for example, "Exhibit #1 Transcript of [type of proceeding] held on XX/XX/XXXX" or "Exhibit #2 Opinion entered on XX/XX/XXXX by Judge YYYY").
