Valley Annex, No. 1:26-CV-05030 (EJD), 2026 WL 1992936 (E.D. Cal. July 9, 2026); Palacios Ortega v. Chestnut, No. 1:26-CV-04151 (EJD), 2026 WL 2130161 (E.D. Cal. July 23, 2026); Romain v. Warden, Central Valley Annex, No. 1:26-CV-04154 (VC), 2026 WL 2130249 (E.D. Cal. July 23, 2026); Kumar v. Warden, Golden State Annex, No. 1:26-CV-04109 (EJD), 2026 WL 2163563 (E.D. Cal. July 27, 2026). On or before 8/14/2026, Respondents are ordered to show cause as to whether there are any factual or legal issues in this case that render it distinct from cases listed above and would justify denial of a preliminary injunction. Respondents should also state whether they oppose this Court converting the Motion for Temporary Restraining Order to a Motion for Preliminary Injunction, or alternatively, ruling on the underlying habeas petition in its entirety.
