MEMORANDUM AND ORDER - The petition for writ of habeas corpus is granted. The government shall immediately return the petitioner to Rapid City, South Dakota, or provide him with the means to do so. When the petitioner is in South Dakota, the governm ent shall immediately release the petitioner from custody on the same terms and conditions of his July 16, 2025 bond, and shall return any personal property seized from the petitioner when detained. No later than August 27, 2026, the government shall file a status report certifying compliance with this order. A separate judgment will be entered. Ordered by Senior Judge John M. Gerrard.
