Petitioner Lazaro Emanuel Barcia Pineda (A# 220-660-875), a self-represented immigration detainee, filed a 1 petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241. Respondents are directed to respond to the petition within 7 days from the date of this order, specifying the asserted basis of and legal authority for petitioner's detention. Any response must include petitioner's Form I-213 for each immigration encounter, any orders of release or detention, any custody warrants or notices, and, if respondents dispute any factual representations in the operative petition, any and all documents necessary to support their view of the facts. In addition, upon review of the 1 petition, the court believes this case would benefit from the appointment of counsel. Within seven (7) days from the date of this order, the appointing authority for the Eastern District of California shall identify counsel and send counsel's contact information to janderson@caed.uscourts.gov, who shall update the docket to reflect counsel's appointment. If counsel is not a member of the Eastern District of California Criminal Justice Act Panel, within seven (7) days of this Order the Federal Defender shall file a motion to appoint counsel as CJA counsel pro hac vice. Petitioner may amend the habeas petition as a matter of course within 21 days of the response consistent with Fed. R. Civ. P. 15(a)(1) or seek leave to amend thereafter. Alternatively, within twenty-one days of the response, petitioner may file a supplemental brief in support of the petition or a reply to the government's response. The Clerk's Office is directed to serve a copy of the petition on the Federal Defender. Respondents shall NOT TRANSFER petitioner outside of this judicial district, pending further order of the court. See 28 U.S.C. § 1651(a) (establishing the All Writs Act which empowers the federal courts to "issue all writs necessary or appropriate in aid of their respective jurisdictions...."); see also F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (emphasizing that federal courts have the power to "to preserve the court's jurisdiction or maintain the status quo by injunction pending review of an agency's action").
