ORDER. Petitioner's Motion for Order to Show Cause 2 is GRANTED IN PART. Respondents are ENJOINED from removing, transferring, or otherwise facilitating the removal of Petitioner from the District of Minnesota until t he Court issues an order on the pending Petition for Writ of Habeas Corpus 1 . If Petitioner has already been removed from Minnesota, Respondents are ORDERED to immediately return Petitioner to Minnesota. Respondents are directed to file an answer to the petition for a writ of habeas corpus of Petitioner by no later than 5:00 p.m. on July 15, 2026, certifying the true cause and proper duration of Petitioner's confinement and showing cause why the writ should not be grante d in this case. If Petitioner intends to file a reply to Respondents' answer, they must do so by no later than 5:00 p.m. on July 20, 2026. Thereafter, no further submissions from either party will be permitted, except as authorized by Court order. Petitioner's Motion for Temporary Restraining Order 3 is GRANTED IN PART, in that Respondents are enjoined from removing Petitioner from this District and DENIED IN PART to the extent that Petitioner seeks immediate release. MEMORANDUM OPINION AND ORDER. Petitioner Kelvin A.G.G.'s Petition for Writ of Habeas Corpus 1 is GRANTED. Respondents shall provide Petitioner with an individualized bond hearing within seven (7) days of the date of this Orde r, in which both parties will be allowed to present evidence and argument about whether Petitioner is a danger to the community and presents a flight risk if not detained. If Respondents do not provide Petitioner with an individualized bond hearing a s required herein, Petitioner must be immediately released from detention. By 5:00 P.M. on August 14, 2026, the parties shall provide the Court with a status update concerning the results of any bond hearing conducted pursuant to this Order, or if no bond hearing was held, advise the Court regarding Petitioner's release. Further, the parties shall advise the Court at that time whether any additional proceedings in this matter are required and submit any proposals for the scope of further litigation.
