This is a text only entry; no document issued. ORDER granting in part and denying in part 7 Motion for TRO. Petitioner's exceedingly thorough brief in support of her motion for TRO does not explain how she has satisfied the likelihood of irreparable harm element when it appears that she could seek relief similar to what she seeks here from the Court that issued the stay order in the case which she claims includes Petitioner as a class member. It appears to the Court that the judge in that case would be in the best position to determine whether Respondents' actions violate that judge's order, and if it finds that they do, that Court could provide adequate relief. Accordingly, counsel shall file a supplemental brief within 7 days addressing this issue. In the meantime, Respondents shall do the following: (1) not remove Petitioner from the United States until further order of this Court; (2) inform Petitioner's counsel of Petitioner's whereabouts and a means for counsel to contact her client. These measures are intended to maintain the status quo until the TRO motion can be fully briefed as ordered hereinabove. The Government may file its response brief knowing the more promptly it does so the sooner the Court can make a ruling on the motion. The Court issues this temporary injunctive relief hesitantly given its concerns about jurisdiction; but finds that the balance of interests favors retaining jurisdiction over this matter until it can rule on the merits of the TRO request and thus whether it should be extended.
