ORDER dismissing 1 Petition for Habeas Corpus. The Court lacks the authority over Petitioner's custodian, who is alleged to be detaining Petitioner in Michigan and thus outside of this Judicial District. The Petition expressly states that Petitioner is "in custody at the Monroe County Jail-Dorm detention center," located in Monroe, Michigan. Accordingly, the Petition was improvidently filed in the Western District of Pennsylvania. Therefore, the Petition must be dismissed, without prejudice, but may be refiled in the Judicial District of confinement where Petitioner is detained. 28 U.S.C. § 2241(a). See Rumsfeld v.
