TEXT ORDER: This matter comes before the Court on a Petition for a writ of habeas corpus (ECF No. 1 ) and Respondents' letter notifying the Court that Petitioner was transferred on July 29, 2026, the day before the Court's stay order was entered on July 30, 2026. (ECF No. 4 .) The only evidence Respondents provide is a Form I-830, which was prepared and signed on July 31, 2026, two days after Petitioner's transfer. Within three days, Respondents shall either 1) arrange for Petitioner's return to New Jersey and file a written confirmation of the same, or 2) file a certification from a person with knowledge that provides a detailed timeline documenting when Petitioner was moved from New Jersey to Louisiana, including the date and time he left Elizabeth Detention Center, the manner of transportation from New Jersey to Louisiana, and the date and time he arrived in Louisiana and was checked into Winn Correctional Center. Respondents shall also provide the date and time the ICE detainee locator was updated with his new detention facility. Unless they intend to return him to New Jersey, Respondents shall not transfer Petitioner again pending further Order of the Court. To the extent Respondents elect not to return Petitioner to New Jersey, they must also address whether the unknown custodian rule applies, and Petitioner may file a reply within 48 hours of the filing of Respondents' response.
