In this Section 2241 proceeding, Respondent relies heavily on the fact that Petitioner is purportedly subject to a final order of removal. Petitioner in reply argues otherwise. And the documentary exhibits are a mixed bag: A 2023 Order of an Immigration Judge states that Petitioner is to be removed (Doc. 15-2 at 2), but a 2026 document states without elaboration that Petitioner is not subject to a final order of removal.
