In addition to any other arguments Respondents wish to raise, the response must address (1) whether Petitioner's prolonged detention claim must be dismissed in light of the court's order in Dhrmpal Dhrmpal v. Unknown Party, et al., No. CV-26-02042-PHX-MTL (MTM), ECF No. 5, and (2) in the alternative, the merits of Petitioner's prolonged detention claim. The response must include the Petitioner's full Form I-213, any orders of release or detention, any custody warrants or notices, any other portions of Petitioner's A-File relevant to the determination of the issues presented in the Petition, and Petitioner's criminal record to the extent one exists. Additionally, the response should address whether Respondents oppose the conversion of the TRO to a preliminary injunction. Petitioner may file a reply by 7/31/26. Respondents are PROHIBITED from deporting the Petitioner or removing him from the Eastern District of California while the 1 Habeas Petition is pending.
