TEXT ORDER : This matter is before the Court on the pro se Petitioner's petition for a writ of habeas corpus under 28 U.S.C. § 2241. (D.E. No. 1 ("Petition")). In accordance with Rule 4 of the Rules Governing Section 2254 Cases ("Habeas Rule"), applicable to § 2241 cases through Habeas Rule 1(b), the Court has carefully considered the Petition to determine whether it "plainly appears from the petition and any attached exhibits that the petitioner is not entitled to relief." Petitioner did not submit the five-dollar filing fee for a habeas petition, see 28 U.S.C. § 1914(a), or apply to proceed in forma pauperis ("IFP"). The Clerk of Court shall ADMINITRATIVELY TERMINATE this case, without filing the Petition. If Petitioner wishes to reopen this case, he shall so notify the Court in a writing within thirty (30) days of the date of entry of this Order; Petitioner's writing shall include (i) a complete IFP application or (ii) the five-dollar filing fee. The Clerk of Court shall serve a copy of this Order and a blank form AO 239 (Rev. 01/15) Application to Proceed in District Court Without Prepaying Fees or Costs (Long Form) upon Petitioner by regular U.S. Mail.
