ORDER denying 10 Motion for Preliminary Injunction; denying 10 Motion for TRO. The petitioners emergency motion for a temporary restraining order (Doc. 10) is DENIED. The petitioner has failed to demonstrate any likelihood of success on the merits of his petition, which requires him to demonstrate that there is no significant likelihood of removal in the reasonably foreseeable future.
