ORDER TO SHOW CAUSE: For reasons stated in the Order, the Court DISMISSES WITHOUT PREJUDICE Todd Blanche, Acting Attorney General of the United States; Markwayne Mullin, Secretary of the United States Department of Homeland Security; David J.
