Petitioner was sent a notice of deficiency for failure to pay the filing fee or submit an application to proceed in forma pauperis. Dkt. No. 2 . On 7/30/2026, Petitioner, by and through counsel, filed his petition for writ of habeas corpus. Dkt. No. 3 . In the petition, counsel certifies that she "represents the Petitioner[.]" Id. at 10. That same day, the Clerk docketed Petitioner's motion to appoint pro bono counsel. Dkt. No. 4 .
