To ensure that all cases heard in the Southern District of New York are handled promptly and efficiently, all parties must keep the court apprised of any new contact information. It is a party's obligation to provide an address for service; service of court orders cannot be accomplished if a party does not update the court when a change of address occurs. Accordingly, all self-represented litigants are hereby ORDERED to inform the court of each change in their address or electronic contact information. Parties may consent to electronic service to receive notifications of court filings by email, rather than relying on regular mail delivery. Parties may also ask the court for permission to file documents electronically. Forms, including instructions for consenting to electronic service and requesting permission to file documents electronically, may be found by clicking on the hyperlinks in this order, or by accessing the forms on the courts website, nysd.uscourts.gov/forms. The procedures that follow apply only to cases filed by pro se plaintiffs. ORDER TO SHOW CAUSE: On November 10, 2025, a petition for a Writ of Habeas Corpus ("Petition") was filed pursuant to 28 U.S.C. § 2241 on behalf of Alex Hernan Pacha Llugsha ("Petitioner"). Dkt. No. 1. Upon consideration of the Petition and the accompanying documents, IT IS HEREBY ORDERED that: 1. Respondents show cause why the Petition should not be granted by November 14, 2025. 2. Petitioner have an opportunity to reply by November 18, 2025. 3. ORDER According to the declaration filed by the Government, Petitioner was not in this District at the time the petition was filed. Because core habeas petitions must be filed in the district of confinement, see Ozturk v. Hyde, 136 F.4th 382, 390 (2d Cir. 2025), Petitioner shall promptly notify the Court, either by letter or in the reply brief due November 18, 2025, whether the Petitioner is contesting the facts provided by the Government related to place of confinement. ORDER: Accordingly, the Court concludes that New Jersey is the appropriate district of confinement for purposes of adjudicating the Petition and hereby ORDERS that: 1. Respondents' motion to transfer this case to the U.S. District Court of the District of New Jersey (Dkt. No. 6) is GRANTED. 2. The Clerk of Court is respectfully directed to transfer this matter to the District Court for the District of New Jersey forthwith. Consistent with the Government's request, the Clerk of C ourt is further respectfully directed to transfer this matter immediately, without regard for Local Civil Rule 83.1. 3. To ensure that Petitioner has an opportunity to have this Petition considered by the District of New Jersey, and to preserve the status quo, the Court ENJOINS the Government from removing Petitioner from the District of New Jersey or from the United States unless and until the transferee Court orders otherwise.
