SERVICE AND APPOINTMENT OF COUNSEL ORDER. IT IS HEREBY ORDERED that the Federal Public Defender for the District of Nevada is appointed to represent the Petitioner and is directed to file a notice of appearance (or indicate its inability to represent the Petitioner) within 3 days of the date of this Order. IT IS FURTHER ORDERED that Federal Respondents must PRODUCE the following documents to Petitioner's Counsel within 7 days of the date of this Order: See Order for details. IT IS FURTHER ORDERED that Petitioner's Counsel must (1) file a motion to proceed IFP or pay the $5 filing fee on behalf of the Petitioner and (2) file an Amended Petition within 14 days of the date of this Order. The Federal Public Defender shall effectuate service of the Amended Petition on the Respondents. IT IS FURTHER ORDERED that the Clerk of the Court is kindly directed to: - SEAL the Petition (ECF No. 1 -1), due to the personal-data identifiers and/or sensitive information contained therein. See Fed. R. Civ. P. 5.2(a); see also LR IC 6-1(b). - FILE a redacted copy of the Petition on the docket. - ADD John Mattos to the docket as an Interested Party. IT IS FURTHER ORDERED that the United States Attorney's Office for the District of Nevada file a notice of appearance within 7 days of the date of this Order and file and serve their answer to the Amended Petition within 7 days of service of the Petitioner's counseled Amended Petition. The Respondents must file with their answer any documents reference or relied upon in their responsive pleading. The Petitioner will then have 7 days to file a reply. MINUTE ORDER IN CHAMBERS of the Honorable Judge Gloria M. Navarro on 7/29/2026. Pending before the Court is Petitioner's 7 Application for Leave to Proceed in forma pauperis. Based on the representations made in the 7 Application to Proceed in forma pauperis, the Court finds that Petitioner has shown he is unable to pay the fee to commence this case. Accordingly, IT IS HEREBY ORDERED that the 7 Application for Leave to Proceed in forma pauperis is GRANTED.Also pending before the Court is Petitioner Mauricio Antonio Asencio Barrera's 9 Motion to Seal. "[A] party seeking to seal a judicial record... bears the burden of overcoming [the] strong presumption [in favor of access] by meeting the 'compelling reasons' standard." Ctr. for Auto Safety v.
