With respect to the government's intent to transfer petitioner to Delaney Hall Detention Facility, the court will rely on the government's representation that it will remove petitioner to a facility better suited for a longer period of confinement and will not take any further action to remove petitioner without the appropriate notice to Judge Burroughs, to whom this case is assigned. The court will not bar the humane and expeditious transfer of petitioner to the Delaney Hall facility.
