Respondents are hereby ORDERED to file a sur-reply to the arguments raised in Petitioner's Reply by no later than Monday, August 3, 2026. In addition to distinguishing this case from Hernandez Alvarez v. Warden, Fed. Det. Ctr. Miami, 175 F.4th 1258 (11th Cir. 2026), the sur-reply shall also address Petitioner's argument that his detention is unconstitutional on the basis that he was arrested without an administrative warrant. Additionally, and in accordance with this Court's Order, ECF No. 4, Respondents shall also include all relevant documents or other records related to Petitioner's detention.
