The Court cannot resolve the pending habeas petition, Doc. 1, on the current record. Two gaps require supplementation. First, Respondents have not identified which parole provision governed Petitioner's entry into the United States. Second, the record reflects that Petitioner had a master calendar hearing scheduled for July 23, 2026. Doc. 1 at 16. The record does not indicate whether that hearing occurred, whether the Immigration Judge issued any ruling or decision, or whether either party has appealed.
