EO: The Court has reviewed Petitioner's Verified Petition for Writ of Habeas Corpus ("Petition"). ECF No. 1. The Petition, particularly its Count 1, appears to raise an argument similar to the one this court accepted in Nguyen v. Dosanj et al, Case No. 1:26-cv-00109-SASP-RT, ECF No. 12, and Huynh v. Smith et al, Case No. 1:26-cv-00014-SASP-WRP, ECF No. 27; and that other courts in this District have similarly accepted in Tran v. Dosanj, No. 26-00271 MWJS-WRP, 2026 WL 1893531 (D. Haw. June 30, 2026), Jun B.X. v. Dosanj, No. 26-00200 MWJS-RT, 2026 WL 1149284 (D. Haw. Apr. 27, 2026), Malik v. Dosanj, No. 26-00060 MWJS-WRP, 2026 WL 638483 (D. Haw. Mar. 6, 2026), and Vu v. Dosanj, No. 26-00013 MWJS-RT, 2026 WL 594740 (D. Haw. Mar. 3, 2026). For that reason, the instant petition may be suitable for expedited disposition. See 28 U.S.C. § 2243 ("The court shall summarily hear and determine the facts, and dispose of [a petitioner's habeas petition] as law and justice require.").On or before July 20, 2026, Respondents are ORDERED TO SHOW CAUSE as to whether there are any factual or legal issues in this case that distinguish it from the court's prior orders in Nguyen or Huynh, and/or other court's prior orders in Tran, Jun B.X., Malik or Vu, and justify denying the Petition, or, if there are none, indicate that the matter is not substantively distinguishable. After receiving Respondents' response to the Order to Show Cause, the court will either rule on the Petition, request further briefing, or schedule a hearing as the circumstances warrant.Pending the court's decision on the Petition, and unless and until the court orders otherwise, the court ORDERS that Respondents shall not transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). Further, on July 9, 2026, the Court received a letter ("Letter") from Respondents' counsel—in a separate but related case also before this Court: Kazachkov v. Dosanj et al, Case No. 1:26-cv-00355-SASP-WRP, ECF No. 7—stating that the parties in the related case have "agreed that a response to the Petition may be filed by Monday, July 20, 2026, . . . that no evidentiary hearing is necessary," and neither is a status conference. Id. Accordingly, and unless the parties explicitly request one, the Court elects to decide the instant Petition without an evidentiary hearing. IT IS SO ORDERED. (Judge SHANLYN A.S.
