ORDER denying 5 Motion for TRO Petitioner's Motion for TRO does not seek to maintain the status quo, but rather seeks the very relief sought by Petitioner's Petition for Habeas Corpus. This is not an appropriate basis for a temporary restraining order. The Court will consider the substantive relief sought by Petitioner in due course pursuant to the case management order that will issue forthwith.signed by Judge William S. Stickman on 7/9/26. Text-only entry; no PDF document will issue. This text-only entry constitutes the Order of the Court or Notice on the matter. (Stickman, William) (Entered: 07/09/2026)

ORDER OF COURT. In a 12 Notice, Respondents informed the Court that Petitioner was removed from the United States on 08/24/2026. The purpose of a writ of habeas corpus is to challenge the legal authority under which an individual is being held in custody. See, e.g., Keitel v. Mazurkiewicz, 729 F.3d 278, 280 (3d Cir. 2013). The Court lacks jurisdiction to decide an issue unless it presents a live case or controversy as required by Article III, § 2 of the Constitution. Given Petitioner's removal, there is no remedy that the Court can provide. Therefore, IT IS HEREBY ORDERED that the 3 Petition for Writ of Habeas Corpus is DISMISSED as moot. As Petitioner is no longer in the United States, this Order cannot be served upon him this day. The Clerk of Court is directed to mark this CASE CLOSED. Signed by Judge William S. Stickman on 08/26/2026. Text-only entry; no PDF document will issue. This text-only entry constitutes the Order of the Court or Notice on the matter. (rgm) (Entered: 08/26/2026)
