ORDER - Petitioner asks the court to appoint counsel to represent him. Under 18 U.S.C. § 3006A(a)(2)(B), the court must determine whether the "interests of justice" require the appointment of counsel. Terrovona v. Kincheloe, 912 F.2d 1176, 1181 (9th Cir. 1990) (simplified). This determination is guided by an assessment of the likelihood of success on the merits and the movant's ability to articulate his claims in light of the complexity of the legal issues. Weygandt v. Look, 718 F.2d 952, 954 (9th Cir. 1983). Petitioner, who is no different position than many pro se immigration detainees, has not made the necessary showing for appointment of counsel.
