Following argument, the court ruled as follows: In light of the order prohibiting transfer (ECF No. 10 ) and the parties' agreement that there is no final order of removal in this case, the Motion for TRO (ECF No. 2 ) is DENIED AS MOOT. Petitioner shall file an Amended Petition for Writ of Habeas Corpus and a Motion for Preliminary Injunction no later than December 10, 2025; respondent shall file its Opposition no later than December 12, 2025; petitioner shall file his reply no later than December 15, 2025.
