MINUTES (IN CHAMBERS) ORDER GRANTING IN PART APPLICATION FOR TEMPORARY RESTRAINING ORDER AND SETTING BRIEFING SCHEDULE RE PRELIMINARY INJUNCTION by Judge Hernan D. Vera. The Court therefore grants the Motion in part. Respondents are enjoined from transferring, relocating, or removing Petitioner outside of the Central District of California (including, but not limited to, transferring Petitioner to an ICE facility outside of the Central District or removing Petitioner from the United States, including to a third country) pending further order of the Court. The Court sets the matter for hearing on July 9, 2026 at 1:30 p.m. as to whether a preliminary injunction should issue. The Application will be considered the opening brief onthat issue. Respondents' opposition is due by July 8, 2026. Respondents are ordered to disseminate this Order to the immigration agents in charge of processing Petitioner, to place a copy of this Order in the Petitioner's A-File (A#43555971), and to provide Petitioner with a physical copy of this Order. Respondents are also ordered to ensure that Petitioner is present in Court for the hearing on July 9, 2026.The Court refers the case to the Federal Public Defender ("FPD") for consideration of appointment of counsel for Petitioner. The FPD is ordered to file a response by July 9, 2026, indicating whether the FPD will represent Petitioner in this matter.
