ORDER ON HABEAS PETITION. The Court DENIES Sophanthavong's habeas petition without prejudice. Dkt. No. 1 . It is further ORDERED that if Respondents take steps to remove Sophanthavong to a country other than Laos, they must provide him with w ritten notice of their intent to do so and a meaningful opportunity to respond in reopened removal proceedings before an immigration judge under 8 U.S.C. § 1231(b)(3).
