** TEXT ONLY ORDER **Petitioner Elvia Carolina Raudales Soto, a non-citizen currently in custody of Immigration and Customs Enforcement, contends that respondents have unlawfully detained her without an opportunity for a bond hearing under 8 U.S.C. § 1226(a). The court has addressed this issue in Quinapanta v. Bondi, Case No. 25-cv-795-wmc (W.D. Wis.)(dkt. #18), concluding that immigration officials had unlawfully classified the petitioner in that case as ineligible for bond under 8 U.S.C. § 1225(b)(2). See also Paredes Padilla v. Galovich, Case No. 25-cv-863-jdp (W.D. Wis.)(dkt. #19) (reaching the same conclusion); and Castanon-Nava v. U.S. Dep't of Homeland Security, 161 F.3d 1048, 1061 (7th Cir. 2025). Because she is represented by counsel, petitioner is directed to submit summonses which the clerk of court will issue upon receipt. Petitioner should promptly serve respondents with the petition and this order. Within ten days after petitioner files her certificate of service, respondents are ORDERED to show cause why the petition should not be granted. Given the difficulties the court has experienced in previous cases with multiple transfers, respondents are further ORDERED to refrain from removing petitioner from the Western District of Wisconsin during the pendency of this proceeding. In their response brief, respondents shall identify any factual circumstances that distinguish this case from Quinapanta. Respondents shall also address petitioner's argument that her arrest pursuant to a Form I-200 warrant was unlawful and that her release is required.
