TEXT ORDER: This matter comes before the Court upon Pro Se Petitioner Carlos Augusto Medina Cusquisiban's Petition for Writ of Habeas Corpus under 28 U.S.C. § 2241. D.E. 1 ("Petition"). Petitioner also filed a motion to expedite this matter. D.E. 3 ("Motion to Expedite"). Petitioner challenges his mandatory detention by immigration authorities under 8 U.S.C. § 1225(b) as unlawful and in violation of his liberty interest under the Due Process Clause of the Fifth Amendment, but Petitioner's counsel has been unable to discover Petitioner's immediate custodian or his district of confinement at the time the Petition was filed. Petition 29-40. In accordance with Rule 4 of the Rules Governing 2254 Cases ("Habeas Rule 4"), applicable to § 2241 cases through Rule 1(b), scope of the Rules, this Court has screened the Petition for dismissal and determined dismissal is not warranted. IT IS ORDERED that Respondents shall file an expedited answer by 12 p.m. on 6/25/2026, limited to the issue of this Court's jurisdiction, Petitioner's detention status, and Petitioner's present location. Respondents are enjoined from transferring Petitioner outside his present district of confinement until further Order of the Court. The Court has expedited consideration of the jurisdictional issue presented by the Petition. Therefore, the Motion to Expedite, D.E. 3, is DISMISSED as MOOT.
