Petitioner, an alien detained at the West Tennessee Detention Facility, has filed a Petition for Writ of Habeas Corpus and an Emergency Motion for Temporary Restraining Order. The petition and emergency motion allege that Petitioner has not been issued a Notice to Appear ("NTA") and is likely to be transferred out of this district soon. The emergency motion asks the Court to direct that Petitioner not be transferred out of the district, order that an NTA be issued, and order Respondent to facilitate immediate, confidential attorney-client communication.
