ORDER denying 2 Motion for TRO Petitioner's Motion for Temporary Restraining Order does not seek to maintain the status quo, but rather, seeks the same affirmative relief that is requested in his Petition. This is not an appropriate use of a temporary restraining order. The issues set forth in the Petition will be decided in an expedited fashion pursuant to the case management order issued by the court. Moreover, to the extent that the Motion for TRO asks the court to enjoin Petitioner's transfer, the Court lacks jurisdiction to grant such relief.
